Purpose
The Plan phase translates business strategy into financial objectives, defining measurable targets and key performance indicators that guide forecasting and budgeting.

The financial assessment must exist at .metapowers/finance/<project>/01-assess.md.
What It Does
- Reviews business strategy and growth objectives
- Defines financial targets (revenue, margin, growth rate)
- Establishes KPIs for monitoring progress
- Sets planning assumptions (market growth, pricing, headcount)
- Writes the strategic financial plan to
.metapowers/finance/<project>/02-plan.md
Output
Creates .metapowers/finance/<project>/02-plan.md containing:
- Strategic financial objectives with targets
- KPI definitions and measurement criteria
- Planning assumptions and dependencies
- Timeline and milestones
Next Phase
After planning, proceed to Forecast to project revenue and cash flow.
