Phase 4: Develop
Create growth plans for team members and set OKRs.
Purpose
The Develop phase focuses on growing your people — setting team OKRs, creating individual development plans, and establishing a feedback cadence.

Requires .metapowers/leadership/<team>/03-build.md. Use --skip-checks to bypass.
What It Does
- Sets 2-3 team-level OKRs with measurable key results
- Creates individual growth plans per team member
- Defines the feedback cadence (weekly 1:1s, monthly reviews, quarterly OKRs)
- Documents your support commitments
- Writes to
.metapowers/leadership/<team>/04-develop.md
Output
Creates .metapowers/leadership/<team>/04-develop.md containing team OKRs, individual growth plans, feedback cadence, and support commitments.
Next Phase
After Develop, proceed to Sustain to establish ongoing rituals.
